Eugenio Vaccari

EUGENIO is an associate professor at Royal Holloway, University of London (U.K.). His research specializes in sustainable restructuring practices, particularly for local entities in financial distress and public-interest corporations. Other key components of his research are the intersection of bankruptcy and climate change, and the role artificial intelligence can play in improving access to justice for distressed small and micro enterprises. He also worked as a senior consultant to the World Bank (2023-25) to explore the role that a robust insolvency regime can play to contribute to climate adaptation and resilience, as well as to climate mitigation efforts, with a particular focus on EMDE countries. In addition, he is an Academic Fellow of the Middle Temple and a visiting lecturer at universities in France and Canada, and he previously lectured at the University of Essex.

Eugenio is actively involved in several bankruptcy organizations, including III NextGen Class XI, INSOL International, INSOL Europe, the Insolvency Law Academy (ILA) and the UK Insolvency Lawyers’ Association. He has been board member of the III NextGen Executive Committee, co-chair of the Emerging Scholars Group (ESG) at ILA, chairperson and founder of INSOL Early Researcher Academics (INSOL ERA), and a board member of YANIL. He currently chairs the ILA Insolvency Scholars Forum (ISF) and is a board member of the INSOL Academic Steering Committee (INSOL ASC). In addition, he is co-editor of the INSOL Europe Academic Forum (IEAF) Conference Proceedings, sits on the editorial board of INSOL i-Read, and is a peer-reviewer for such academic journals as the Oxford Journal of Legal Studies and the International Insolvency Review. He received the silver prize in the 2022 competition in International Insolvency Studies organized by the International Insolvency Institute, and he has authored and co-authored several publications.

Eugenio’s passion for insolvency law stems from his belief that it can and should be used as a tool to promote sustainable growth. His work has been designed to use insolvency as a tool to protect vulnerable individuals, local communities and the environment. To that end, he also has led funded projects on student debt and discrimination in bankruptcy access at the local Legal Advice Centre. On AI and insolvency, he recently co-developed an insolvency chatbot leveraging large language models (LLMs), including ChatGPT and Gemini, to answer questions about English insolvency law by using Retrieval Augmented Generation (RAG).
